metmike: The answer to the question in the title, "Why no vote on impeachment inquiry House?"

Is clear.  It would pass easily with a dem majority in the house, but THEN, the inquiry would be subject to rules/laws after it became a formal inquiry.

By not making it an "official" impeachment hearing ........while everybody knows it obviously is, they can do what they want and not be subject to the regulations which are supposed to apply for "official" impeachment hearings.

This is why the republicans keep insisting the house vote on the impeachment hearings........but Pelosi won't do it because there are numerous parts of their scheme that could not be applied under the "official" rule following procedures.

The last thing dems want is to be subject to standard rules of evidence, which allows subpoenas, etc, from the opposition.

They have absolutely no intention of actually impeaching Trump. #1, it will never get through the Senate. #2,  they only want to damage Trump by trial in the court of public opinion where their unsubstantiated charges can't be officially questioned/refuted by official status/process. 

As I've said, the dems play dirty,  very dirty, and it's getting worse all the time.
