That appears to be where a growing number of voters want us to go.  They just don't know it. They think we'll have FREE WATER FOR EVERYONE, You'll get all the water you want in an hour.   But your hour will not come till next month. Or maybe the month after. Unless there is a supply disruption due to greed.
