Wonder if we can work out a deal with these countries.

We get some of their people, many who would consider themselves fortunate to be in the US, and in trade we'll send some of our rioters and some money.   As much money as it takes.

I wonder how long before the former rioters would find themselves getting homesick and missing their wonderful former homeland?
