We should keep in mind that O3 is made from solar radiation splitting O2 into atomic O and the O combines with other O2 molecules readily to form O3 which is Ozone.
In the Winter, there is no solar radiation in the highest latitudes/at the poles so the O3 is gradually depleted. At the South Pole(which is colder) its depleted enough for holes to develop.
When the sun rises in March(or September in the Southern Hemisphere) it once again breaks up O2 and restores the O3 layer within X amount of time.
So the O3 hole will NEVER exist in late Spring/Summer/Fall because the O3 making process is many times greater than anything that erodes O3.
