However, one would think that they had at least hundreds of samples to confirm results and numerous from each source. This was not just a local case of something minor. That's why it's mind boggling to come out with definitive statements with non definitive, non confirmed lab results.

Food safety investigators often cannot draw a direct biological connection between recalled produce and outbreaks of foodborne illness. Some common tests used to check for food poisoning have not been geared to detect cyclospora. Technicians aren’t able to grow the parasite in labs, making it hard to draw evidence from contaminated produce.

Something to keep in mind. There are several categories of people that get infected.
This infection started over 2 months ago and the FDA sure took a long time to respond. We can guess that awareness by the public along with the suspects no longer supplying the lettuce should have stopped most of the infections.

They botched the false positive test at Taylor Farms (and wrecked our confidence in their credibility) but still tell us everything points to it being lettuce and all the lettuce came from Taylor Farms.
That could be right but why are they not telling us the likely SOURCE of it at Taylor Farms? It's not an isolated batch so a ton of lettuce was contaminated with this parasite. This means it wasn't from a few birds flying by and crapping on some lettuce.

As of July 1, the Foodborne Diseases Active Surveillance Network (FoodNet) program has reduced surveillance to just two pathogens: salmonella and Shiga toxin-producing E. coli (STEC), a spokesperson for the Centers for Disease Control and Prevention told NBC News.
Before July, the program had been tracking infections caused by six additional pathogens: campylobacter, cyclospora, listeria, shigella, vibrio and Yersinia. Some of them can lead to severe or life-threatening illnesses, particularly for newborns and people who are pregnant or have weakened immune systems.
Monitoring for the six pathogens is no longer required.
A list of talking points the CDC provided to the Connecticut Public Health Department, viewed by NBC News, cites a reason for the change: “Funding has not kept pace with the resources required to maintain the continuation of FoodNet surveillance for all eight pathogens.”
The CDC spokesperson said Monday that other systems conduct national surveillance for the six pathogens that were removed from FoodNet. For instance, state health departments are still able to report cases through the National Notifiable Diseases Surveillance System. And the CDC’s Listeria Initiative collects reports of laboratory-confirmed cases of listeriosis — serious infections from eating food contaminated with listeria.
But FoodNet is the only surveillance system that actively looks for multiple foodborne diseases at the federal level, according to food safety experts. Other federal surveillance systems are passive, meaning the CDC relies on state health departments to notify it of cases.
Experts worry that without active surveillance of all eight pathogens, public health officials won’t be able to adequately compare trends over time or notice whether cases of a particular illness start rising.
