I think Canada has a fence but a different kind

Any part of Canada that is very cold and snowy has a natural border. When we have workers from warmer climates, they wear sweaters, jackets etc, in temperatures we consider warm. It takes extreme heat to see those clothes disappear. We may have immigration from european or northern climates migrate to Canada, but very few from warm climates

A short while ago a group from southern climates tried to cross into Canada. The cold and snow very nearly meant death to them as they had no idea of what a winter blizzard can do to people exposed to the open environment

Heck if I was homeless the 1st place I would go is to a warmer climate. The height of folly IMHO to be on the streets of Calgary in winter, but some crazy fools try it.

I am guessing these people are native to Canada and can not get a passport, due to not having a registered address. People have frozen to death in our climate.

My wife barely survived a blizzard and she knows the risk.
