Seems more like a public relations message or part of a scheme to push an ideological message than being recruitment, though it could be all 3. 

When the CIA is pushing an ideology, the world had better pay attention.

Actually, this ideology has been pushed now for a few decades, at first secretly but now, overtly with messages like this from the CIA.

I am the absolute LAST person on the planet to believe in a conspiracy theory. The scientific method and rock solid facts/empiric data define everything for me.

This is no theory, it's already happened.

The cultural revolution has already started and the fake climate crisis war has already been won, with the winner take all............as we now experience the ideological changes and political changes to governmental and society's based mostly  on saving the planet because of a made up climate crisis. 

Some of the biggest changes will be in the tax structure and penalties imposed  because of  beneficial CO2 emissions.
