Some one please enlighten me. How can the market as a whole be net short. For every trade there is a buyer and a seller, right?????

Ive  always thought net long/short referred to either commercial or retail positions. One of those being the "net" part while the other holding the other side resulting in a cumulative net 0.

Is that anywhere close to an accurate description ,Guys?

I think the smart guys are the commercials but they seem to be on the losing side of the direction-it serves their purpose of hedging however.

Then there are the large Specs.

I dunno- I just go from job to job.

I am rather sure, they are referring to the positions of large traders vs small traders.

Agreed, they must be referring to a particular group(s).

They could mean speculators vs commercials.
